‘She set out to destroy him and his family because he reported her fraudulent activity to the adult disabled child’s social worker.’
A local authority councillor reported a domiciliary care company to his local authority for claiming to have worked care hours for his adult disabled step daughter. The social worker raised the complaint with the domiciliary care company manager. She then retaliated by submitting two safeguarding referrals against the councillor. The adult disabled child was removed from the property on the basis of the allegation.
Police interviewed the councillor on the 25th October 2024. He was bailed until 25th Jan 2025. However, his bail was lifted ten days early without charge because the domiciliary company owner put up a derogatory TikTok video calling out the councillor. The councillor has already paid £30,000 in Court of Protection fees, which had a transparency order attached. The Police/Crown Prosecution Service have twice provided dates on which they will making a charging decision, the first being 15th Jan 2025, the second being 23rd March 2025, and now they state 23rd April 2025.
The councillor was advised not to report the fraud to the Welsh Audit Office by the council’s monitoring officer until the police had reached a charging decision. The police have purposely delayed the charging decision, and in February sought information relating to the hearing. This is a clear breach of process as there is a transparency order in place.
The disabled adult child is being moved out of area on the 14th April. This could have been prevented if the Police and CPS had made a charging decision at the appropriate time. The allegations against the councillor are false - they were made in retaliation to his complaint of fraud.
The councillor’s job has been impacted. He was the Chair of Governors at a school which he brought out of special measures. The school said they could manage without the Chair of Governors for three months, but the councillor still hadn’t had a charging decision and has now been forced to resign from the school.
The Court of Protection solicitors do not believe that the councillor will face a police charge. Even one of the officers made a comment while collecting a statement from a carer at the property. She said:
“We didn’t want to investigate this, social services insisted we investigate it. Nothing will come of it.”
This doesn’t help the councillor, his wife and second autistic adult child in the home as they are relying on food banks to survive due to legal fees. The councillor’s wife has lost so much weight she is now less than 7 stone. She suffered multiple organ failure, two strokes, encephalopathy and an occipital lobe brain injury in 2020.
The councillor has been caring for his wife and two disabled adult children without support for five years and this is how his local authority repay him. The TikTok video that the domiciliary care company manager put out has ruined the councillor’s reputation in his community. He knows due to the vindictive behaviour of the domiciliary care company manager that he’ll never be elected again. She set out to destroy him and his family because he reported her fraudulent activity to the adult disabled child’s social worker.
